What is Self Determination Program?

Authority

Support

Support involves arranging both formal and informal resources that help individuals live fulfilling lives. Maria, who has an intellectual disability, dreams of working at her local animal shelter. With SDP, she can hire a job coach to help her gain the skills and confidence needed for this role.


Responsibility

Responsibility means being accountable for personal decisions and the use of public funds. David, who has epilepsy, uses his budget wisely to not only manage his health needs but also to engage in community activities, like joining a book club, that enrich his life.


Confirmation

Confirmation recognizes the essential role of individuals and their families in designing the services they rely on. For example, Emily’s family uses SDP to tailor her care plan, ensuring it aligns perfectly with her interests and goals, rather than fitting into a one-size-fits-all service model.


The Journey to Self-Determination

The path to California's Self-Determination Program began in 2012 when a group of advocates met in Burbank and sketched a revolutionary plan on a napkin. These visionaries, including parents, self-advocates, and leaders from disability rights organizations, aimed to create a law that would transform how services for people with developmental disabilities were delivered.


Their efforts culminated in the passage of Senate Bill 468 in 2013, thanks to the support of passionate legislators and the relentless advocacy of the disability community. Governor Jerry Brown signed the bill into law, marking a new era of empowerment and choice for individuals with disabilities.


What Makes SDP Different?

Traditional regional center services often involve predetermined options with limited flexibility. In contrast, the Self-Determination Program allows participants to craft a unique plan that suits their individual needs and aspirations. Here are a few ways SDP stands out:


Personalized Budgets: Participants receive an individualized budget, enabling them to choose and pay for the services they need, whether it's hiring a personal aide, attending a specialized camp, or joining a community class.

Choice of Providers: Instead of being limited to regional center-approved providers, participants can select services from local businesses or even directly hire support workers.

Community Integration: SDP encourages participants to engage more fully with their communities, fostering inclusion and active participation.


Real-Life Impact of Self-Determination

Consider Michael, a teenager diagnosed with autism. Under the traditional system, his options for after-school activities were limited and didn’t cater to his interests. However, with SDP, Michael's family used their budget to enroll him in a robotics club, where he not only pursued his passion for technology but also made new friends and gained social skills.


Another example is Jane, an adult with an intellectual disability who wanted to live independently but needed support with daily tasks. Through SDP, Jane was able to hire a personal assistant of her choice, move into her own apartment, and take a cooking class at a community center.
