Enrolling in California's Self-Determination Program (SDP) is an empowering journey that allows individuals with disabilities to take control of their own services and supports. The program offers more flexibility and choice compared to traditional services provided by Regional Centers. Here’s a step-by-step guide on how to get started with the SDP:
1. Attend a Self-Determination Program Orientation
Your first step is reaching out to your Service Coordinator at your local Regional Center to ask about the SDP orientation schedule. You can also visit your Regional Center’s website and book a slot yourself. I highly recommend attending the Orientation Program offered by the California State Council on Developmental Disabilities. It’s thorough and easy to follow. You can book it online here. Remember, attending an orientation is mandatory before you can proceed.
2. Identify an Independent facilitator
Now that you’ve attended the orientation and are interested in SDP, it’s time to let your Service Coordinator know. The next steps involve creating a Person-Centered Plan, setting a budget, and more. It might sound overwhelming, but don’t worry—you don’t have to do this alone. An Independent Facilitator is there to guide you through every step of the process. The best part? The Regional Center covers their fees! Make sure to do your research and find an Independent Facilitator who fits your family’s needs.
3. Person Centered Planning
Person-Centered Planning is about putting the individual at the center of the decision-making process. It involves a collaborative approach where the person with a disability and their family work together to create a comprehensive plan that reflects the individual's goals and desires. This plan is not just a document; it serves as a roadmap for the person's life, guiding the types of services and supports they will receive. The Independent Facilitator will help craft this plan, ensuring it’s comprehensive and tailored to your child’s needs.
4. Create a Budget
Once your Person-Centered Plan is ready, you’ll work with your Regional Center and Independent Facilitator to create an individual budget. This budget is crucial - it determines the amount of funding available for the services your child needs. It’s a process that may take some time, with back-and-forth discussions to finalize the budget. But it’s worth the effort, as this budget is the financial foundation for the services you’ll access.
5. Develop Your Spending Plan
With an approved budget in hand, the next step is to create a spending plan. Think of the spending plan as a detailed roadmap for how you’ll use your allocated funds. It lists out all the services you plan to purchase, the vendors you’ll work with, and even the staff you might hire. Once again, your Independent Facilitator can assist in crafting this plan, ensuring every detail aligns with your child’s needs.
6. Select Your Financial Management Services (FMS) Vendor
The next step is to choose a Financial Management Services (FMS) provider. According to me, this is a very important step as the FMS provider can make or break your SDP experience. They will handle vendor payments, manage payroll for caregivers, and ensure that your spending aligns with your budget. It’s important to start this process early, even while you’re working on your budget. Take your time - interview several FMS providers, check their level of customer support, whether they have an online portal to track spending, and the payment methods they offer. Again, the right FMS provider will make your SDP journey much smoother.
7. Begin the Self-Determination Program
Congratulations! After all your hard work, you’re ready to start. But there are a few final steps to take care of. Your FMS provider will coordinate with the Regional Center to get your latest approved Spending Plan. You’ll work with your FMS provider to onboard all your vendors and employees. Once that’s done, you can begin using the services outlined in your plan and start turning your child’s dreams into reality. Good luck on your Self-Determination journey!
