SDP Employee Onboarding: Why It Takes Weeks and How to Fix It

5 min read

You finally found the right person. Maybe it is a neighbor your son already trusts, or a respite worker your daughter lights up around. You are a California family in the Self-Determination Program (SDP), the state option that lets you direct your own budget and hire your own team. Then the paperwork starts, and your Financial Management Services (FMS) provider asks for forms that bounce back and forth for weeks. Meanwhile, the support your family member needs sits on hold.

Why this matters

Every week a new hire waits to start is a week your family member goes without that support, and a week of budget that is not being used. Families in SDP often tell us the hiring was the easy part and the onboarding was the hard part. The good news is that most of the delay comes from how the paperwork is handled, not from the rules themselves. Once you can tell which parts are fixable, you can choose an FMS and a routine that gets your team working sooner.

What employee onboarding actually involves in SDP

When you hire someone directly under SDP, your FMS acts as the payroll and compliance backbone. Before that person can be paid, a set of things has to happen.

  • Tax and employment forms completed and verified

  • Identity and work-eligibility documents collected

  • Background clearance requirements met, which can include a Live Scan fingerprint check depending on the role and your Regional Center

  • Pay rate and service code matched to your spending plan

  • Employee set up to submit timesheets

None of this is optional, and it protects both your family and your employee. The question is how much friction surrounds each step. Your Regional Center and FMS can confirm exactly which requirements apply to your situation.

Why onboarding drags on with a traditional FMS

With a traditional FMS, onboarding often runs on printed forms. The employee prints, signs, scans or photographs, and emails documents back. Someone at the FMS reviews them, finds a missing initial or an unreadable scan, and sends them back. Then the cycle repeats.

That can stretch to weeks for a single employee, and the family is usually the one chasing everyone. Here is where it tends to break down:

  • Forms that need printing. Not every caregiver has a printer or scanner at home.

  • Back-and-forth corrections. One small error restarts the review.

  • Documents scattered across email. Other people's identity documents end up in your inbox, which is also a privacy concern.

  • No clear status. You do not know whether the holdup is the employee, the FMS, or a clearance.

Pro Tip: Before you sign with any FMS, ask them to walk you through onboarding one employee from start to finish. Count the steps that require printing, scanning, or email attachments.

What a fully digital onboarding changes

A digital onboarding moves the same required steps online. The employee gets a link and completes everything on a phone, tablet, or laptop. There is nothing to print, scan, or email. Errors are caught as the employee goes, so there is far less back-and-forth.

The result is that employees can complete their onboarding formalities digitally in minutes, instead of weeks of paper back-and-forth. That is a real quality-of-life difference. It matters most for the people who are hardest to hire: the part-time worker, the college student, or the grandparent who is comfortable with a phone but has no scanner.

One honest caveat. The full timeline until someone can start working still depends on background clearance and other steps outside any FMS's control. A digital process removes the paperwork delay. It does not speed up clearances or your Regional Center.

A simple routine for onboarding your next hire

Whatever FMS you use, a little structure helps. Try this five-step routine.

  1. Confirm the requirements first. Ask your FMS and Regional Center what this specific role needs, including background clearance.

  2. Start the clearance step right away. If a Live Scan or similar check is required, begin it first since it is outside your control.

  3. Send the onboarding link the same day. Do not wait for clearance to finish if your FMS allows paperwork to be completed in parallel.

  4. Confirm the rate and service code. Make sure the pay rate matches your approved spending plan before the first shift.

  5. Do a quick first-timesheet check. Ask your new employee to submit their first timesheet early so any issues surface while you can still fix them.

How Accura FMS makes this easier

We built Accura FMS around the idea that onboarding should not be a second job for families. Our employees complete their onboarding formalities fully online, from a phone, iPad, or laptop, with no printing or scanning. And you are not left alone with a portal. When a question comes up, a Customer Success Manager who knows SDP answers the phone, and most families reach a live person in under a minute.

That matters for your budget too. California families on traditional FMS providers often use only 60 to 70 percent of their approved SDP budget, while families with a responsive digital FMS tend to use 95 percent or more. Faster hiring is one of the quiet reasons. Support that starts sooner is budget that gets used for your family member. You can read more about the program itself on the DDS Self-Determination Program page.

Frequently Asked Questions

How long does it take to onboard an employee in California's SDP?

It depends on your FMS and on factors outside anyone's control, such as background clearance and your Regional Center's requirements. With a traditional FMS, paperwork alone often takes weeks. With a fully digital FMS, the paperwork portion can be completed in minutes.

Do I need a Live Scan for every SDP employee?

Requirements vary by role and Regional Center. Many direct support roles require a background check, which can include a Live Scan fingerprint clearance. Ask your Regional Center and FMS what applies to your specific hire, and consult a qualified professional if you have questions about legal requirements.

Can I hire a family member or friend under SDP?

In many cases, yes, depending on your Regional Center's policies and the role. They go through the same onboarding steps as any other employee. Check with your Regional Center about any restrictions that apply to you.

Is the FMS or the Independent Facilitator responsible for onboarding my employees?

The FMS is mandatory in SDP and handles employee onboarding and payroll. An Independent Facilitator is optional but strongly recommended, and can help you plan your team and spending plan, but does not run payroll or onboarding.

What if my new employee is not comfortable with technology?

That is a common concern. A good FMS pairs its digital tools with real people who can walk an employee through the steps by phone. Ask any FMS you are considering how they support employees who need help.
