From Spreadsheet to Real-Time SDP Tracking: What Changes

If you are enrolled in California's Self-Determination Program (SDP), there is a decent chance you have a spreadsheet. Maybe two. One tab for each service code, a column for what you think you have spent, another for what your Financial Management Services (FMS) provider says you have spent, and a note at the bottom about the two numbers not matching. You did not build it because you enjoy bookkeeping. You built it because nobody handed you a better way to see your own budget.


This post is for families already in SDP who are tracking their budget by hand and wondering what actually changes if that tracking moves into a system that updates on its own. Not the sales pitch version. The honest version: what stops, what improves, and what stays your job either way.


Why this matters

A spreadsheet is not a small thing. It is hours every month, and it is the reason many families find out about a problem weeks after it happened. Families working with traditional FMS providers typically use only 60 to 70 percent of their approved annual budget, while families with real-time visibility routinely reach 95 percent or higher. That gap is not a discipline problem. It is an information problem, and the spreadsheet is the workaround.


Why the spreadsheet exists in the first place

It helps to be clear about what your spreadsheet is actually doing, because that tells you what a better system has to replace.


Under a traditional FMS model, families usually receive a statement once a month, often well after the month has closed. That statement is a summary, not a live view. So between statements you have no way to answer basic questions: how much is left in respite, whether last week's invoice went through, whether you are on pace to use the full budget by the end of the plan year.


The spreadsheet fills that silence. It is your best guess, maintained by hand, about numbers that already exist somewhere else. Which means:


  • You are re-entering data that your FMS already has.

  • Your numbers are always an estimate, never authoritative.

  • Every month you spend time reconciling your estimate against the official statement.

  • When the two disagree, you have to work out which one is wrong.

What actually changes when tracking moves into the system


The numbers stop being your guess

This is the real shift. In a real-time system, the dashboard is not a copy of the ledger. It is the ledger. When an invoice is approved or a timesheet is processed, the remaining balance in that service code changes right then. There is nothing to reconcile, because there is only one set of numbers.


Families often describe this as the moment the anxiety drops. Not because the budget got bigger, but because they stopped second-guessing it.


Data entry stops being your job

You are no longer typing amounts into a grid. Timesheets come in from your employees, invoices come in from your vendors, and both land in one place for your approval. You find out while you can still act

A spreadsheet tells you what happened. A live system, especially one with alerts, tells you what is happening. Seeing a service code at 80 percent in month seven is useful. What improves that families do not expect

Two things tend to surprise people.


Vendors behave differently. When your FMS pays invoices in days rather than weeks, providers stop treating SDP work as a cash-flow risk. Slow payment is the single most common reason a good vendor declines to enroll in SDP at all. Faster payment quietly widens the pool of people willing to work with your family, which matters far more than any dashboard feature.


Revisions become usable. Moving funds across service codes or adding a vendor requires a spending plan revision and Regional Center approval, and approval timelines vary by Regional Center. But once approval comes through, the processing side does not have to take weeks. When a revision is processed in the portal, the updated allocations appear immediately, so the flexibility SDP promises is flexibility you can actually use mid-year.


Pro Tip: Before you switch anything, save one clean copy of your current spreadsheet as of the day the new system goes live. It is the easiest way to confirm that opening balances match what you expected.

What does not change, and should not

Be realistic about the limits. A system does not do the following, and no honest provider will claim otherwise:


  • It does not decide anything for you. Which supports to fund, which staff to hire, when to ask for a revision: still yours.

  • It does not speed up your Regional Center. Budget decisions, approvals, and background clearances run on their timelines, not your FMS's.

  • It does not remove the need for a human. A dashboard is excellent at showing you a number and useless at explaining an unusual service code question at 4pm on a Thursday.


That last one is worth sitting with. Software that leaves you alone with your questions is not an upgrade. The FMS is a mandatory part of SDP, so this is not an optional relationship, and it should be one where you can reach a person who understands the program.

Frequently Asked Questions


Can I keep using my spreadsheet after switching to a digital FMS?

You can, and some families keep one for a month or two as a comfort check. Most stop once they see the portal balances hold up. Keeping both long term recreates the reconciliation work you were trying to escape.


Will my historical spending data carry over when I switch FMS providers?

Your new FMS keeps the record from the date it starts serving you, and your prior provider remains the record for the period before that. Confirm the start date with both providers so everyone is working from the same line in the calendar, and save your final statement from the previous provider for your own files. Your approved budget and spending plan themselves belong to you and your Regional Center, not to any FMS.


Does real-time tracking mean I have to use a computer for everything?

No. A good portal works on a phone or tablet as well as a laptop, and phone support should always be available for families who prefer to talk to someone. Access to a live SDP expert should never depend on your comfort with technology.


Is a Financial Management Services provider required in SDP?

Yes. Every SDP participant in California must work with a vendored FMS provider to handle payroll, vendor payments, and budget accounting. An Independent Facilitator is a separate role and is optional, though many families find one genuinely helpful. How do I know if my current tracking setup is actually costing me money?

Look at last year's utilization. If you finished the plan year with a meaningful amount of your approved budget unused, and you were not certain why until it was too late to fix, that is the cost.
